一、新疆少数民族双语教育背景下的中学三语教育现状
新疆是多民族聚居区， “语言从属于民族。民族人口的地理分布，必然影响其语言的分布”新疆人口分布呈现出主题少数民族大杂居、民汉杂居和不同少数民族相互杂居的格局，从语言环境来看差异程度较大。考虑到社会语言环境和基础教育师资，新疆教育部门推出三种教育模式：模式一，理科课程及外语用汉语授课，其他课程用母语；模式二，民族语文用民族语言授课；音乐等课程中涉及民族传统音乐和传统文化的内容，可以用民族语言，其他课程用汉语；模式三，全部课程用汉语授课，开设民族语文课程。

二、新疆高校少数民族双语班三语教育现状
少数民族双语班学生的汉语水平在进入高等教育阶段之前几乎都达到了免汉语预科的标准，使得新疆高校调整对其的语言教育模式。少数民族理科专业学生课程授课基本实现了汉语授课，同时为双语班学生开设了英语课程，并其纳入到高校正规教学范畴，使外语教学更为规范。
通过对新疆高校少数民族学生英语教育的研究发现“学习英语的动机具有工具性和文化性并存、外语文化指向与母语文化指向并存、社会责任与个人发展目标并存、长远性目标与近期行目标并存”的特点。严兆府提到英语学习态度调有以下差异：（1）性别差异，男生学习的情感倾向低于女生，女生对学习的愿望较男生强；（2）学龄层次差异，预科生对学习态度不稳定，大二表现出很高的热情并付诸行动，大三至大五英语学习行动减少；（3）院校差异，综合性大学学生与师范类学校相比有更高的积极性；（4）生源差异，北疆学生对英语的认识评价高于南疆学生。文华俊研究显示维吾尔族“民考民”大学生热爱英语，重视英语，英语学习上投入的时间和精力不够语言迁移情况复杂。
笔者对新疆师范大学大一、大二理科双语班共计119名少数民族学生就目前学校针对双语班学生的英语教学现状随堂征求意见发放问卷和课后访谈了解到大一学生学习积极性高于大二学生，但是对学习方法、学习目的没有清晰的思路；大二学生有明确的学习目的和方法。针对英语课纳入到必修课范围内态度调查示25%的学生认为应按个体兴趣以选修课的形式学习；对大学英语教材满意度调查发现43%的学生觉得教材编写不合理，希望教材附有少数民族母语注解的词汇部分和语法部分；授课方式调查显示36%的学生希望在讲解语法部分时使用母语说明。54%的学生认为中学英语教学不够正规导致对英语学习的兴趣降低。
三、中学少数民族英语学生与高校少数民族英语教育比较
中学与高校少数民族英语教学现状的比较有助于发现英语教育的衔接问题。笔者通过三个角度对其进行比较：
（一）教学比较。中学少数民族英语教学的总体目标是使学生初步了解到英语基础知识，但是没有具体的教学目标；从目前的教学性质来看中学英语由于未被纳入到升学考试学校并未给予很大的关注；教学方法上虽授课教室都配备多媒体设备但使用率不高，仍以传统教学为主。大学少数民族英语教学结合教育部高等教育要求纳入到正规教学范畴内，以英语语言知识与应用技能、跨文化交际和学习策略为主要内容，注重听说能力和自主学习能力。
（二）动机比较。对乌鲁木齐市民汉合校中学少数民族双语学生英语学习动机调查中发现外部动机大于内部动机，英语课程成绩在中学阶段不影响学生升学，英语课称为学生的“娱乐”课，缺少更多的动力因素。少数民族大学生焦虑动机较高，英语课作为三语学习不但有母语和二语的干扰，而且更让学生焦虑的是考试成绩。与中学相比，大学生对英语认可度高，学习目的更清楚。工具性动机也较高，示意出通过学习英语掌握所学专业的前沿性知识或为今后的研究生的学习准备。
（三）态度比较。通过对31所乌鲁木齐市民汉合校中学生的问卷调查和采访得出学生对英语学习示意出积极的态度，但是在英语学习上的投入却并不多。对于大学组来说，双语班少数民族大学生的问卷调查和采访得出对英语学习持积极态度，多数学生有学习目标并为实现目标作出相应的努力。
四、解决民汉合校中学双语班与大学少数民族双语班英语教学的策略
（一）正确引导学生英语学习。中学少数民族双语学生在英语学习动机上外部动机高于内部动机，在外语学习中外部刺激引起的反应可以不断强化学习的动机，而且根据目的的长短性来获得不同的成就感。内部动机，包括通过参与学习而获得的快乐和满足感。从语言习得角度看内在动机起极其重要的作用，教师针对学生学习动机，引导学生在学习策略上向正确方向发展。根据教育部最新公布的有关英语高考变为社会化考试采取一年多考形式，鼓励少数民族双语班学生自愿参加英语考试使取得的成绩按百分比适当加入高考总成绩中，有助于激发学生学习英语的兴趣和动机。学生进入大学学习阶段后，正确阐明英语教育的目的，使学生树立正确的学习动机和态度。
